Expertise The Work of World Health Care Infrastructure is conducted through teams that provide expertise to solve problems in a variety of critical health care issues. The leadership in each of these problem solving and capacity building teams is described below.

Program Evaluation and Technical Assistance:
Ms. Lili-An Elkins, MPA, JD is an expert on the collection of data with
respect to HIV/AIDS services and the evaluation of HIV/AIDS Service
Delivery. She has served as faculty in program evaluation for a variety of
conferences and was a member of the Ryan white CARE ACT Local Evaluators
Work Group for HRSA. Ms. Elkins is an Adjunct Professor of Municipal and
Nonprofit Management. In addition, Ms. Elkins is working both nationally and
internationally, providing administrative, programmatic, and financial
technical assistance to NGOs that provide health care, HIV/AIDS, and
employment services. Ms. Elkins served as the Executive Vice President and
Chief Operating Officer for the Transitional Work Corporation for a period
of approximately two years. Prior to her work in TWC, Ms. Elkins was the
Deputy Director of the Philadelphia AIDS Consortium. Ms. Elkins has also
worked at the United Nations as an educational program developer and at the
Port Authority of New York and New Jersey, focusing on information
technology and data security. Ms. Elkins, a member of the New Jersey Bar,
has her Juris Doctor from Rutgers University, a Master's Degree in Public
Policy and Administration from Columbia University and a Bachelor's Degree
from Barnard College/Columbia University.
